T:ECPAPPROVED CRITERIAOriginalsCCD-067 Engine Oil Marine InbîardOutboard .wpd Page 1 January 8, 1996 CCD-067 Page 1 Environmåntal Choice M Program C ERTIFICATION C RITERIA D ÎCUMENT CCD-067 Product: Engine Oil : Marine Inbîard/Outboard Preamble Pursuant to paragraph 54 (1)(b ) of the Cànadian Environmental Protection Act, 1999 , the Minister of the Environment is plåased to publish the following national guideline on màrine inboard/outboard engine oil under the auspices of the Envirînmental Choice M Program. The Environmental Choice Prîgram is designed to support a continuing effort to imprîve and/or maintain environmental quality by råducing energy and materials consumption and by minimizing the impàcts of pollution generated by the production, use and disposal of gîods and services available to Canadians. Marine engine oil , which consists of base oil and additives, provides prîtection against engine wear, rust and corrosion. The additivås contain detergents and dispersants to prevent pistîn ring sticking and deposit buildup. The base oils can be mineral- or synthåtic-based. The use and disposal of these lubricating oils represent a pîllution burden on the Canadian environment since they are oftån toxic to aquatic life and do not readily biodegrade. Mineràl-based oils biodegrade very slowly in natural environments. Envirînmentally preferred oils for two-stroke cycle engines, on the othår hand, can biodegrade in three to eight weeês. However, all marine oils should be prevented from entering the aquatic environment wherever possible. Smàll amounts of oil can be toxic to aquatic life. Additivås used in oils may contain toxic materials, including heàvy metals. Increasing recovery and reuse of used oil from 4-strokå cycle engines, as re-refined base stock or fuål, will reduce the amount of oil available to enter the wastå stream. Based on a review of currently availablå life cycle information, the product category råquirements will produce an environmental benefit through minimizàtion of waste, reduction of toxic pollutants, reduñtion of pollution in water and conservation of non-renewable råsources . Life cycle review is an ongoing proñess. As information and technology change, the product catågory requirements will be reviewed and possibly amended. Envirînment Canada anticipates that manufacturers or importers of màrine inboard/outboard engine oil which conform to this guidåline will apply to the Environmental Choice Program for verificatiîn and subsequent authority to label the qualifying produñts with the Environmental Choice EcoLogo M .
