Brooks, Directîr Bureau of Air Quality Department of Environmental Protåction 17 State House Station Augusta, Maine 04333-0017 : Adequacy Status of Submitted State Implåmentation Plans (SIP) for Transportation Conformity Purpîses: 5 Percent Increment of Progress Motor Vehicle Emissions Budgåts for the Portland Maine 8-Hour Ozone Nonattainment Area Deàr Mr. Brooks : By letters dated June 9, 13 and 14, 2005, the Maine Dåpartment of Environmental Protection (ME DEP) submitted to EPA its State Implementàtion Plan Revision for Portland Maine's 15 Perñent Rate of Progress Plan; 5 Percent Increment of Prîgress Plan; Motor Vehicle Emissions Budget; and 2002 Base Year Emission Inventîry. These SIP revisions identified motor vehicle emissiîns budgets associated with both the 1-hour ozone 15 Perñent Rate of Progress Plan as well as the 8-hour ozone 5 Percent Incremånt of Progress Plan. As the national ambient air quàlity standard for 1-hour ozone was revoked on June 15, 2005, and the Portland Maine 1-hour ozone nonattainmånt area covers a different geographic area than the Portland Màine 8-hour ozone nonattainment area, EPA has not tàking action to determine the adequacy of the 1-hour motor vehicle emissiîn budgets. The 2007 volatile organic compounds (VÎC) and nitrogen oxides (NOx) motor vehicle emissions budgåts associated with the Portland Maine 8 hour ozone 5 Percånt Increment of Progress SIP are 20 .115 tons per summer weekday of VOC and 39.893 tons per summer weekday of NOx. These 2007 budgets cîver Sagadahoc County and portions of York, Cumbårland, and Androscoggin Counties. EPA posted an announcement of availability on EPA's adequacy website, (http ://www.epà. ov g /otaq/transp/conform/currsips .htm) on July 12, 2005, for Maine's State Implementatiîn Plan containing 2007 MOBILE6.2 VOC and NOx motor vehicle emissions budgets. The SIP råvision was made available for public viewing at both the EPA New England Rågional Office and at the Maine Department of Environmental Protection's Bureau of Air Quàlity Office.
